Manitoba Province invited 419 applicants in the latest draw; it was the largest draw of the year

On 17 December, Manitoba Province invited 419 Immigration candidates in what can be considered as the largest draw of the year 2020. These candidates were invited from two prime categories to meet the labor market demand. The Skilled workers and international graduates categories - Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.

Out of the 419 candidates in the current draw, 37 applicants selected were from the Express Entry categories. The Expression of Interest (EOI) minimum score for selection was different for various categories, and those who received the Letters of Advice to Apply (LAAs), their details are as the following -

  • Skilled Workers in Manitoba— 329 LAAs with an EOI score of at least 375;
  • Skilled Workers Overseas— 50 LAAs with an EOI score of at least 706; and
  • International Education Stream— 40 LAAs, no EOI score requirement.

The MPNP doesn't consider applications from those candidates who do not have a valid Express Entry ID, a job seeker validation code, and also work experience in Manitoba's In-demand Occupations list. For the Skilled Worker Overseas category, the candidates got directly invited under a strategic recruitment initiative.

If an applicant was a high scorer but didn't receive an LAA, then the reasons could be the following -
  • No valid test number is given by the candidate for their third-party language test
  • Invalid language test results provided
  • The applicants were not invited under a strategic recruitment initiative
  • The MPNP candidates who had not updated their EOI profile with the correct information for the subsequent draws

The latest draw selected applicants who had been working in the regulated occupations. The MPNP holds the right to refuse candidates who are not actually working in a regulated occupation or who did not have proof of licensing steps to be employed in Manitoba.

Manitoba's Expression of Interest (EOI) system

The applicants who wish to move to Manitoba province through Manitoba's Provincial Nominee Program (PNP) should register an Expression of Interest, and the selected applicants who meet the minimum Score receive an LAA for the skilled applicants the streams are - Skilled Workers in Manitoba and Skilled Workers Overseas streams.

Under Manitoba's system, the EOI System is used where the applicants are ranked out of 1,000 points. The Score is calculated as per the personal credentials for language skills, education qualification, work experience, Manitoba connections, and other factors.

Manitoba immigration streams

In the Skilled Workers Overseas Category and Skilled Workers, the skilled workers who meet Manitoba's labor market needs are selected. In the case of Skilled Workers Overseas, those who have an established connection to Manitoba can relocate. These connections could be close to family ties or friends who live in the province. Also, the previous experience in Manitoba or an invitation to one of the MPNP's Strategic Recruitment Initiatives also counts as a connection. There is no need to be physically available in Manitoba.

In the Skilled Workers category, the applicant should meet certain criteria, like a full-time permanent job offer from an employer in Manitoba.

For the International students, those who have graduated from an educational institution in Manitoba can get an LAA for in-demand skills.

Express Entry Manitoba

Manitoba's enhanced PNP, i.e., the Manitoba Express entry, is linked to the federal government's Express Entry system. The applicants are ranked as per the Comprehensive Ranking System (CRS) score that calculates age, work experience, education, and language ability.

The High scoring applicants receive the Nomination. Those who receive a provincial nomination are granted an additional 600 CRS points by the Immigration, Refugees and Citizenship Canada(IRCC)

Express Entry candidates who get a Manitoba provincial nomination need to show a valid Express Entry ID and also a job seeker validation code.
